Electronic Journal Collections in Engineering

In spite of all the hype surrounding information on the internet, relatively little of the core journal literature in the sciences and engineering is yet available in electronic form. Yet that material remains central to scientific and engineering research and is moving increasingly to electronic formats. One of the major challenges facing research libraries as they design electronic collections is to construct systems that facilitate the research process for a discipline. As we pull together the elements of electronic access to the journal literature, we must take care to avoid disjointed routes and instead provide an organizing framework that structures the literature, accommodates growth and, above all, enhances the researcher's ability to locate and access information in a fairly transparent manner. I will outline some key elements required for successful electronic collections and illustrate them by means of a project that the University of California is currently engaged in with the Institute of Electrical and Electronics Engineers (IEEE) to provide electronic access to IEEE publications to UC faculty, students, and staff.
