Le développement de la concurrence mondiale amène les
firmes à se livrer à une compétition accrue et
complexe, mais aussi à développer entre elles des accords
de coopération, en réaction à cette
évolution.
Peut-on trouver des formes plus efficaces d'une coopération non
plus « réactive » pour en même temps favoriser le
progrès technologique et maîtriser une concurrence sauvage
préjudiciable à l'homme?
Quels mécanismes institutionnels au niveau des nations, des
groupes d'Etats ou des régions permettent ces nouvelles formes de
coopération, les accompagnent dans leur croisssance ou les
inhibent ? Quelles en sont les conséquences sur la formation des
scientifiques et des ingénieurs de demain ?
This group will examine current competitive practices in the world and their usually "reactive" character, which tend to lead to a sterile acceleration of competition. It will also review the growing number of international cooperative agreements between companies and will attempt to delineate what could on the contrary be a "proactive" attitude balancing competition and partnerships. It will delineate the institutional mechanisms which, at the regional or national levels, could support these new forms of cooperation. It will examine the impact that the current evolution should have on the training of scientists and engineers.

La recherche de base vise à repousser les frontières
de la connaissance. Par son universalité et ses implications
humaines, elle devrait être un champ de coopération par
excellence. Pourtant, par ses retombées technologiques, par les
grands équipements dont elle a besoin, par le prestige qu'elle
confère, la recherche fondamentale est le lieu d'une
compétition acharnée et les accords de collaborations ne se
font pas sans mal.
Comment mettre en place le mécanismes de décision
nécessaires pour définir une stratégie globale
à long terme de construction et d'utilisation des grands
équipements qui prenne en compte la limitation des ressources?
Seront pris comme exemples les domaines de l'astrophysique, de la
physique des particules, de la fusion, de la matière
condensée et de la biologie. Comment utiliser cette
dynamique pour promouvoir de manière exemplaire le
développement international, l'emploi et l'environnement?
Comment, à travers l'évolution de la recherche
scientifique, préserver la dimension humaine de ce
développement et, de manière plus générale,
comment la science peut-elle reconstituer pour la société des
repères qui lui font actuellement défaut?
This working group will review the international aspects of basic
research. The decision mechanisms in place for large research facilities
and the strategies used for long-term research projects reveal a tension
between the desire to maintain and improve a national or regional
competitive position and the realities of limited resources which argue
for an overall coordination and cooperation. On the basis of examples
taken from particle and condensed matter of physics, astronomy, space
science and biology, the group will examine the current practices as
experienced by base scientists, institution managers, funding agency
officials and governments.
It will attempt to outline the cultural and institutional obstacles to
coordination and cooperation. It will also focus on the international
component of scientific training, the collaboration practices and the
personnel exchange policies which are necessary to promote these
goals.

Le mot "Multimédia" recouvre en fait l'actuelle transformation en profondeur des télécommunications, de l'informatique et des média. Ce secteur connait actuellement des restructurations importantes, dans un processus d'évolution qui n'est ni graduel, ni entièrement maîtrisé.
L'atelier les envisagera sous trois aspects :
- une première partie sera consacrée au contexte technique et économique, mettant en avant différences et convergences Europe - USA : aspects réglementaires, pratiques sociales (personnelles et professionnelles), et tout particulièrement influence sur l'industrie et le marché ;
- une seconde se concentrera sur l'apport des nouvelles technologies (réseaux et multimédia) à l'enseignement supérieur : accélérateurs et freins, concurrence et coopération, monde académique et industrie ;
- enfin, lors d'une table ronde, on dégagera les coopérations nécessaires, en particulier dans les domaines qui comportent une dimension éthique (en particulier propriété intellectuelle, cryptage de l'information, impact sur l'espace social...) : vers une "écologie de l'information" ?.
"General presentation"
"Multimedia" has become a code word for the profound transformation of traditional telecommunications, computing and media and the entirely new opportunities emerging at their intersection. This sector presently undergoes an important restructuration, and the evolution process is not gradual and well-understood.
The Session will be structured in three parts :
- the first part will deal with the techical and economic context, and highlight "North America versus Europe" differences, especially concerning regulatory and social (both personal and professional) aspects, along with their influence on industry and market ;
- the second part will focus on the use of new technologies (networks and multimedia) in higher education : incentives and barriers, competition and cooperation, industry and academia.
- the third part, a pannel discussion, will consider development of cooperation in the field of ethics (towards an "ecology" of communication ?)

This working group will examine the revolution of multimedia and
telecommunications networks, which appears to be leading us into a global
"society of information".
The group will study its influence on markets and business within the
very different contexts of Europe, North America, and Asia, considering
both the competition and the cooperation among various actors which is
occurring or which might occur. The group will take into account ethical,
social and cultural aspects of this revolution, and outline the
principals of a possible "ecology of communication." It will delineate
the demands that these developments put on the training of scientists and
engineers, and the contribution of these new technologies to both higher
education and global professional training.

Maîtriser le développement de la technologie prend un
tout autre caractère d'urgence dès lors gu'il s'agit de
toucher à l'essence même de la vie et de son cadre.
La révolution de la bioingénierie et la remise en cause des
procédés industriels pour intégrer la dimension
environmentale ne se conçoivent pas sans une nouvelle forme de
coopération entre les partenaires mondiaux, coopération qui
se doit d'allier encore plus éthique et technique.
Quels sont aujourd'hui les chemins parcourus dans ce sens, les
difficultés rencontrées, les dangers affrontés?
Comment, à la rencontre des sciences du vivant et des sciences
sociales, concilier dans la formation des jeunes le goût de
l'entreprise, de la découverte et en même temps le sens des
responsabilité qui leur échoient?
Quelles normes, quelles règles, quelles conventions introduire dans
la compétition pour qu'elle ne freine pas le progrès, et
dans la coopération pour qu'elle stimule la création?
Quelle dynamique enfin pour cette réflexion qui ne peut être
statique?
The working group will examine the challenges triggered by the
bioengineering revolution - in particular genetic engineering - and the
new engineering approach to environmental protection and remediation. It
will study the technical issues in dealing with the "living world," the
global aspects of any intervention, and the new ethical and social
responsibilities of the engineer.
The group will review the current practices, outline the potentials in
these fast-moving fields, and review the institutional mechanisms which
are being or should be put in place to regulate the process. It will also
examine the changes needed in the training of scientists and engineers in
these fields.
